Raffles and lotteries

O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone alters [to other than Allah], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful. - Al-Maida: 90

"Lotteries and raffles are other names for gambling.....It is not permissible for the Muslims to engage in any kind of gambling at all, whether the money collected from gambling is to spent on charitable projects or otherwise" Shaikh Ibn Baaz (Fataawa Islamiyyah, 4/442)
